The Collapse of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of contrasting events captured the harsh reality of the outgoing year. By day, negotiation efforts are waged: positive announcements are issued from multiple capitals. Significant resources is allocated on restraining certain initiatives. By night, the Kremlin clearly shows the world that, for them, war remains the main instrument for achieving "resolution".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting missile launches from across the border, a capability enabled by up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to engage hostile aerial threats flew past – modern combat jets supplied to Ukraine by Western partners.

Shortly after, Kyiv's missile defense thundered: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by partner states. Every firing creates sudden vibrations, shaking the windows. The brief panic quickly gives way to resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, preventing destruction from ruin and further power outages.

Ongoing Risks

Soon after, a large-caliber weapon engaged a aerial vehicle somewhere nearby, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the bullets missed the opposing UAV – it maintained course toward its objective.

With pauses, this continued until dawn. Kyiv faced the morning news: several casualties, damage and utility failures in many homes as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a reliance that neighboring countries are demonstrably unable to fill in the short term.

Failed Diplomacy

The detailed framework from Washington generated strong feelings, controversy and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new proposal from American administration adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually win the battle. This pattern will, undoubtedly, persist.

Strategic Calculations

It is tempting to accuse certain parties of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a principle understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The US administration presumes that it is unfeasible to force Russia to surrender the land that it already controls in Ukraine's south or east.

The challenge is that while accepting these circumstances, Washington does nothing to prevent Kremlin actions, through words or deeds, from assuming that the current condition will not shift further in its favour in the coming year.

Opposing Positions

Therefore, Moscow is convinced that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but preventing a total frontline collapse until circumstances change in its advantage.

Current Realities

Objectively, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unworkable, so that their attention does not switch to homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains very improbable that this will modify their basic position.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a just a single week to kill the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
